Human Resources Development
• Handle and account on all education, training and development projects in the
uMngeni
•Render a Human Resource advice and liaison services on
best recruitment practices with regards to data management
• Ensure correct interpretation and implementation of Human Resources
legislation
• Recruitment, Selection and Appointment
• Administer learnership and internship programmes
• Administer study assistance for employees
•Monitoring and reporting on all education, training and
development
• Identify human resources development needs and align with organizational
• Provide expert advice on education, training and development
• Promote and facilitate human resource development
• Deal with in-service training programmes
• Programming and scheduling of training
Labour Relations
• Strike management
• Laiase and correspond with South African Local
Government Bargaining Council (SALGBC)
• Deal with disputes referred to CCMA
• Responsible for Appeal processes administration
• Play advisory role to employees and or departments regarding :-
• Basic Conditions of Service
• Labour Relations legislations
• Disciplinary procedures
• Grievance procedures
Employee Assistance Programme (EAP)
• Promotion of EAP service to all staff of the uMngeni
Municipality
• Training of managers and supervisors on EAP referral procedures, i.e.
identification, confrontation and referral
• Identification of employees’ behavioural problems bases on job performance
issues,
• Provision of expert consultation to supervisors, managers and labour on how
to take appropriate steps in utilising the employee assistance policy and
procedures

• • Present training programmes and evaluate the state of training
• Implement the skills development Act (No 97 of 1998)
• Funding line function courses
• Advise management on training and development matters
• Render succession planning and career pathing service
• Administer ABET
• Provide induction
Occupational Health & Safety
• Identifying hazards and risks in the workplace.
• Deal with Injury on duty (IOD)
• Checking visibility of safety signs.
• Checking if the employees are wearing the required PPE at workplace.
• Investigate and report on all accidents.
• Make sure that the employees understand, implement and apply all the safety
measures in the workplace.
• Enforcement of Occupational Health and Safety Act 85 of 1993.
• Inspections on all working sites
• Communicate with the Department of Labour and Workman Compensation Commission
when dealing with injury on duty and other legislative requirements
Information and Communication Technology
The IT mission spans a wide range of
areas and includes enhancing business capabilities in the municipality by
providing:
• A secure IT environment;
• Effective IT leadership;
• A capable and adequate IT workforce; and
• An excellent customer service.
ICT Responsibilities
• Providing an infrastructure, which is robust, secure, flexible and based upon
industry standards;
• Undertake detailed management of infrastructure capacity, including future
needs, and monitor the availability of corporate systems in line with business
needs and agreed service levels;
• Specifically make available specialist ICT human resources to provide and
proactively manage key service delivery functions for all desktop, server,
network and telephony environments;
• Provide Service Level Management, based upon IT Infrastructure Library
(ITIL), which provides a framework of best practice guidance for IT service
management, and aims to minimize the impact of ICT incidents and problems on
the delivery of services to Council, municipal officials and UMngeni residents;
• Have ownership of the technical phases of all ICT projects delivery;
• Provide appropriate technical advice and ensure that agreed standards are
complied with;
• Undertake the technical management and support of corporate applications including
email, payroll, HR and financial systems;
• Provide a Disaster Recovery Plan according to the business requirements.
